      <title>Annie E. Casey Foundation, No Place for Kids: The Case for Reducing Juvenile Incarceration</title>

      <description>A new report released today by the Annie E. Casey Foundation, No Place for Kids: The             Case for Reducing Juvenile Incarceration, shows that America should stop locking up kids and instead begin             to invest in more rehabilitative alternatives.  The report finds that over-incarceration of youth is             counterproductive: A heavy reliance on confinement to address juvenile delinquency has increased children's             risk of violently re-offending and has exposed these kids to abuse and violence while locked up. Because most             youth who commit offenses pose little risk to the public, keeping them in their communities and with their families             while they complete rigorous rehabilitation programs works best.  The report offers various suggestions for addressing             these issues, including diverting misdemeanants from state-level facilities.                          In Texas, reforms since 2007 have restricted state juvenile incarceration to felony-level offenses,              safely and successfully reducing the number of youth in correctional institutions from 2,327 in 2007 to              1,143 in 2010.  To continue to prioritize public safety in the long term, it is important to keep troubled              and at-risk youth in safe, effective rehabilitative programs, where they can be hopeful for a better future.               			TCJC urges Texas leaders to invest in real alternatives to juvenile incarceration, because we believe             in creating avenues to success for troubled youth and their families.</description>
